“It is the principal position that no one will get the right to build a premise in a square, park or stadium”, - the Chair of the Environmental Protection and Natural Resources Committee, Maia Bitadze stated at the plenary session when MPs were discussing the Draft Spatial Planning, Architectural and Construction Activity Code with the I reading.
In her final speech, she reiterated that the initiation of the Draft was entailed due to the problem of the frozen constructions, which is the problem for hundreds of thousands of people.
The Draft aims at the elimination of these problems and prohibition of the developers to sell the premise during the construction.
“This legal package introduces the criminal responsibility for the failure to fulfill the directive of the administrative body, which I hope will increase the responsibility of the developers regardless of their party affiliation, annulling their illusion that they will remain unpunished. This problem was entailed due to a simple fact that in 2009 the obligation was annulled allowing the occupation of a premise not set to operation. The developers were selling the flats and leaving. This Draft introduces a very important aspect that no electricity and gas will be supplied to the premises not set to an operation other than the construction purpose. It is normal and means that the state takes care of the population”, - she added.
These changes will apply to Tbilisi only. As M. Bitadze stated, the Committee plans to develop a new law to cover the country, including the greening, dendrology, transport integration etc. 84 MPs voted for the Draft against 5.
The Draft is initiated by Maia Bitadze, Beka Davituliani, Nodar Turdzeladze, Irakli Zarkua, Beka Liluashvili, Mikheil Daushvili and Ana Buchukuri.
